Discovery (GET /v1/meta)

GET /v1/meta is the discovery index for catalogs, rankings, and utility routes. Paginated catalog pages live under /v1/meta/* (default limit 25, max 100). Rank metrics are listed at /v1/meta/rank-metrics.
